There's an interesting parallel between government officials and their constituents and coral polyps and algae. Corals live symbiotically with zooxanthellae (algae). The zooxanthellae provide food for the polyps while the polyps give the algae a place to live. So, algae are important to the polyps. But not all algae are important. Those algae that blanket a coral reef actually kill by smothering (not in the sense of covering a victim's mouth and nose with a pillow as in the movies). One can think of the analog I'm drawing by labeling constituents as polyps and officials as the two kinds of algae, those necessary for the survival of individuals in a society and those that choke off the individualism of those constituents.
